Meeting called to order by President Stan Nihart at the Lodge with the following members present:
Jeff Arnold, Kevin Beck, Greg Brillhart, Roger Brown, Rachelle Delno, Steve Doctor, Matt Krill, Bill Noethen, Jason Shaffer, Deb Shindledecker, Steve Suchocki and Jim Walker.

Motion by B. Noethen, 2nd by S. Suchocki to accept the minutes of the last meeting as posted.  Motion passed after voice vote.

No Treasurer’s report as Treasurer not present.

S. Nihart presented the following by-laws changes for 3rd reading:

ARTICLE III
Lodge Membership

Section III.  There shall be two (2) classes of membership:  Active and Honorary.
The Active Membership shall be comprised of Law Enforcement Officers actively engaged from the areas enumerated in Section I, and shall be entitled to voice and vote.  Included in this category are those members in GOOD STANDING who are retired on service or disability pension.

The Honorary Membership shall be comprised of retired Law Enforcement Officers, who withdraw from Active Membership after retirement and/or any member of the Lodge, upon being dismissed from their law enforcement duties, until the final disposition or exhaustion of any and all grievances or legal proceedings resulting in a dismissal or resignation of their law enforcement duties in Williams County.

Section V.  Any member of the Lodge, upon {being dismissed from} final disposition or exhaustion of any and all grievances or legal proceedings resulting in a dismissal or resignation of their law enforcement duties {for cause, or resigns}, shall forfeit all claims on this Lodge and all rights as a member, and he/she shall cease being a member of this lodge.  All emblems and decals are leased property of this Lodge and shall be returned to the Recording Secretary or President within ten (10) days of termination of membership.

ARTICLE XIII
Dues

Section I.  The dues of the Lodge shall be twenty ($20.00) dollars per year for active members and the dues for retired members shall be one-half (˝) that paid by active members.  All dues shall be paid on or before first day of November of each year.

{Section II.  A retired member in good standing may purchase a "Lifetime Membership" for a fee of Two Hundred Fifty ($250.00) dollars.  Upon application for "Lifetime Membership", retired members shall be granted ten ($10.00) dollars credit for every year retirement dues were paid to the Lodge, to a maximum of two hundred ($200.00) dollars total credit.  The yearly per capita taxes to the National and State Lodges for Lifetime Members shall be paid by the Lodge.  A retired member is one who is receiving benefits from a State or Federal pension system.}

Section {III} II.  Any member that arrears in dues or assessments more than thirty (30) days, and less than ninety (90) days, shall be deemed to be delinquent and not in good standing.

Motion by J. Arnold, 2nd by R. Brown to accept the 3rd reading of the by-laws changes.  Motion passed after voice vote.

Motion by K. Beck, 2nd by D. Shindledecker to accept the By-laws changes.  Motion passed after voice vote.

J. Walker reported he had made contact with Jim Shiple of JMS Mechanical concerning heating the new addition.  Shiple determined our current furnace is a 40,000 btu model rated at 80% efficiency so actually puts out 32,000 usable btu’s.  The dimensions of the lodge determine we should have a furnace that puts out 35,000 usable btu’s.  Shiple stated that with the lodge having well insulated 6” walls, small windows and no doors to the south and west, we should be okay with the current furnace.  Shiple further stated that should we decide after winter to replace the furnace, he would be able to do so with a larger 80% efficient furnace for approximately $1,200-1,300 installed.  Motion by K. Beck, 2nd by J. Shaffer to rescind the earlier motion to install baseboard heaters in the addition.  Motion passed after voice vote.

J. Walker reported B. Noethen has ordered the tongue-in-groove boarding for the addition from Peltcs at a price of $873 delivered.  They will deliver the lumber when we are ready for it.

J. Walker reported the French door for the addition has been ordered from Lutterbein Lumber.  Upon delivery, a Thermo-Tru employee will take the receipt in for a 20% rebate.

Thank you notes from Tara Arnold and Danielle Nihart for their college scholarships.

Discussion was held for a delegate and alternate to attend the FOP conference.  No decisions were made on who might be able to attend.

S. Nihart reported Jamison Moss has qualified as a member of the 2005 USA Wrestling – Ohio National Freestyle Team and will be attending July 23 thru 30 at the University of N. Dakota.  He needs to raise $750 to be able to attend.  Motion by J. Arnold, 2nd by R. Brown to donate $200. Motion passed after voice vote.

Discussion on hosting Texas Hold ‘em tournaments at the lodge was tabled until we are able to receive legal input.

There being no further business, motion by J. Arnold, 2nd by M. Krill to adjourn.  Motion passed after voice vote.
